Chad Laurent is an expert in sustainable energy laws and policy design. He has supported the analysis and development of energy policies in North America, Latin America and the Caribbean, Asia, Africa, the Middle East and Europe in partnership with organizations such as the World Bank, the Organization of American States, the United Nations, the U.S. Department of Energy and the U.S. National Renewable Energy Laboratory. He has worked closely with local, state and national governments to design and implement renewable energy procurement pathways, model power purchase agreements, sustainable energy laws and policies. Recently he developed a model power purchase agreement for Trinidad and Tobago, and a model request for proposals for Antigua and Barbuda. He also contributed to the United Nations Environment Programme Law Drafters’ Guide that catalogues sustainable energy laws from more than 50 countries and provides sample text and guidance for policymakers in support of various renewable energy policy frameworks and goals..
