Founder and Director, E3 Analytics
Toby Couture is Founder and Director of E3 Analytics, an independent renewable energy consultancy based in Berlin, Germany. He works on a wide range of topics in renewable energy, including policy, finance, regulatory design, rural electrification, new business models, as well as economic and financial analysis. He has worked extensively on renewable energy around the world and has advised government policymakers and regulators in over 40 countries, including Japan, Taiwan, the Philippines, and Tunisia. In his work with the Clean Energy Solutions Center, Toby has supported several different jurisdictions, including Malaysia, South Africa, Chad, Cameroon, Nicaragua, as well as a number of governments throughout the ECOWAS region of West Africa. He has also collaborated via the Solutions Center with international agencies such as the Asian Development Bank, IRENA, as well as leading regional partners such as ECREEE.
Prior to founding E3 Analytics in 2009, he worked as Energy and Financial Markets Analyst at the National Renewable Energy Laboratory (NREL) in Colorado, where he was responsible for the lab's global work on renewable energy policy. While at NREL, he published several influential reports on renewable energy policy and advised regulators and lawmakers across the United States on market design and policy implementation issues. Couture speaks English, French, German and Spanish and has varying levels of fluency in Greek and Swahili. He is a previous recipient of the Fulbright Scholarship, has studied renewable energy finance in France and has a Master's degree in Environmental Policy from the University of Moncton in Canada, as well as an MSc. in Financial and Commercial Regulation from the London School of Economics in the UK. He lives in Berlin.
