This report explains for international regulators the role of renewable energy in the regulatory framework. Renewable energy regulatory issues often differ from those regarding traditional fossil fuels due to situations such as newer technologies, and it requires regulators to consider development questions outside the normal cost and benefit analyses. This report is based on a review of best practices and consultation with energy regulators around the world. It focuses on countries for which renewable energy development on a large scale is a new priority.
