ASEAN Renewable Energy Guidelines (Webinar)

The Clean Energy Solutions Center, in partnership with the Renewable Energy Support Program for the Association of Southeast Asian Nations (ASEAN RESP), jointly implemented by the ASEAN Centre for Energy (ACE) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), hosted this webinar on ASEAN Renewable Energy Guidelines.

The ASEAN RE Guidelines are comprehensive, easy to access and regularly updated online tools, which include complete information on ideal RE project development cycles in the respective countries. The guidelines are developed to facilitate increased private sector activity and investment in the RE sector of the ASEAN region and are designed to help project developers and potential investors promote transparency in RE projects.

The webinar explored the background and functionalities of the ASEAN RE Guidelines, highlighted administrative procedures including requirements for project developers and/or investors, explored legal and regulatory provisions as well as necessary permits, identified country-specific challenges for project development, and provided information on how to obtain financial closure.

Arne SchweinfurthArne Schweinfurth, Principal Advisor for Renewable Energy Support Programme for ASEAN (ASEAN RESP), The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH - Indonesia

Arne Schweinfurth studied Economics in Cologne (Germany), Madrid (Spain) and Montreal (Canada) with a focus on Energy Economics and Environmental Politics. As a consultant for The World Bank, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and other international organizations, he worked on renewable energy, especially photovoltaic, renewable energy financing and energy subsidies. Since 2010, Arne has been Advisor for renewable energy at the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Jakarta, Indonesia. Since July 2013, he has been Principal Advisor for the Renewable Energy Support Programme for ASEAN, a regional project that supports the development of the renewable energy sector in the 10 ASEAN member states. The project supports the regional transfer of knowledge and experiences, advises on feasible policy framework conditions for renewable energies and rural electrification, and provides capacity building and development. In addition, Mr. Schweinfurth was responsible for the implementation of the Project Development Programme Southeast Asia in Indonesia with a focus on private sector cooperation in the bio energy and solar power sector.

Thachatat KuvarakuThachatat Kuvarakul, Advisor for Renewable Energy Support Programme for ASEAN (ASEAN RESP), The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH - Indonesia

Thachatat Kuvarakul studied mechanical engineering in Chulalongkorn University Thailand, and studied on energy system in Fachhochschule Aachen Germany, with focus on renewable energy and energy efficiency in the industrial sector. He joined Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in 2013. He is a renewable energy advisor in the Renewable Energy Support Programme for ASEAN (ASEAN-RESP) based in Jakarta. Mr. Kuvarakul has been working closely with counterparts in the region to develop ASEAN Renewable Energy Guidelines, focusing on permit/licensing procedures. He is also working with international consultants to develop a technical standard for variable renewable energy grid integration for the ASEAN region.
