The Clean Energy Solutions Center, in partnership with the Super-Efficient Equipment and Appliance Deployment (SEAD) Initiative and the International Working Group for Monitoring Sustainable Public Procurement Implementation—a work area for the 10YFP on Sustainable Procurement framework—is hosting a no-cost, webinar-based training on Information Technology Solutions for Boosting Procurement Monitoring.
Many governments are adopting information technology (IT) systems and databases to improve public procurement. IT solutions can lower transaction costs and provide a centralized data source that can be used for monitoring purchases and tracking compliance. The purpose of this webinar is to discuss the benefits and shortcomings of IT procurement solutions through sharing global best practices and innovative solutions.
In 2013, SEAD published The SEAD Guide for Monitoring and Evaluating Green Public Procurement Programs, which is a resource for policymakers as they develop and implement programs and track progress against set targets and objectives. This webinar will focus on the use of IT solutions in procurement and features presentations by experts from several different regions worldwide.

Aure Adell, Project Manager, Ecoinstitut
Aure Adell has been a member of Ecoinstitut since 2001, and she has more than 15 years of experience in the area of sustainable public procurement, from the analysis of SPP policies and strategies at local, national and international level to the direct support to public and private organizations in its implementation (in tender greening, providing training in different countries and types of organizations, etc.). She was the main author of The SEAD Guide for Monitoring and Evaluating Green Public Procurement. At present, she coordinates the international working group on monitoring SPP implementation within the UN 10-year Framework Programme on Sustainable Public Procurement.
Christopher Payne, Group Leader, Sustainable Federal Operations Group
Dr. Payne is the Group Leader for the Sustainable Federal Operations Group, which provides policy and technical support to headquarters staff in several DOE offices. In addition to these administrative duties, Dr. Payne leads an LBL project team in support of the Federal Energy Management Program's Energy Efficient Product Procurement program. The U.S. federal government is the largest volume buyer of energy-consuming products in the world. By procuring energy-efficient products, federal buyers can reduce energy consumption and achieve cost savings. The aggregate effect of these purchasing decisions is enormous. Dr. Payne is also part of a multi-lab team providing institutional change support to federal agencies implementing their Strategic Sustainability Performance Plans.
Liisi Liivlaid, Senior Officer, Estonia Ministry of Environment
Liisi Liivlaid studied environmental technology at the University of Tartu. Ms. Liivlaid has been working in Estonia’s Ministry of Environment since 2012 and has covered the topic of GPP since the beginning of 2013.
